The Active Shield

All-Around Defense Against Hardness.

When you need powerful, salt-free scale prevention, The Active Shield is Varsity Water's complete on-demand protection. With a specialized blend of media, it's capable of deactivating hardness minerals, improving the smell and taste of water, and preventing bacteria growth inside the tank. The Active Shield takes a proactive approach to protect your home from limescale and chlorine, while stopping bacteria in its tracks.

  • Scale Reduction Media: Crystallin-assisted technology alters the state of calcium and magnesium hardness minerals to prevent its damaging capabilities. [wording as published by Varsity]
  • High Capacity Carbon: Effectively reduces the bad taste and odor from harsh chemicals.
  • IonTech Media: Actively reduces bacteria growth inside the tank.

Why choose The Active Shield

Low Maintenance IonTech Bacteria Protection Eco-Friendly, Salt Free System Made in the USA

Salt-free means scale inhibition, not softening: the minerals stay in the water, conditioned so they are far less likely to stick. If you want hardness actually removed, that is a softener's job. See the softener vs. scale inhibitor FAQ.

From the Manufacturer's Brochure

  • On-Demand Treatment with No Salt Needed.
  • Multi-Purpose: chlorine filtration plus scale reduction in one system.
  • Bacteria Blocker: Ionic Guard media that greatly reduces bacteria growth.

From the Public Record

Pittsburgh's water problems, in the official numbers

Every home we visit sits downstream of the same system: Pittsburgh Water (system ID PA5020038) draws all of its drinking water from the Allegheny River and delivers it through roughly 961 miles of water mains that average about 80 years old. This is what the utility's own Consumer Confidence Reports, its filings with the PA Public Utility Commission, EPA records and ALCOSAN's Clean Water Plan actually say, the good and the bad, with the source named for every number.

In Short

Pittsburgh's lead problem peaked at 22 ppb in 2016, above the EPA's 15 ppb action level, and has fallen to 2.0 ppb in 2025 after corrosion control and 28,797 line replacements. Byproducts stay within federal limits, PFAS is not detected, and the utility calls its water moderately hard. Your home's own line and plumbing are the part no citywide chart can show.

22 ppbHighest 90th-percentile lead result, first half of 2016, against an EPA action level of 15 ppb
2.0 ppbLead result for 2025: the lowest in 20 years, after corrosion control and mass line replacement
28,797Lead service lines replaced by Oct 1, 2026: about 88% of the residential program
~9 billion galUntreated sewage overflow discharged to the rivers in a typical year (ALCOSAN)

Lead: five rounds over the federal action level, then a steep drop

Federal rules judge lead by the 90th percentile of samples taken in homes: the level that 90% of tested homes fall at or below. Pittsburgh's results sat above the EPA action level of 15 ppb in five compliance rounds between 2016 and mid-2019. The turning point was orthophosphate corrosion control, added in April 2019, which coats the inside of pipes so lead leaches less. Every round since has come in below the action level, and the utility's 2025 report calls 2025 its ninth consecutive round of compliance.

Values start at 22 ppb in the first half of 2016, exceed the EPA action level of 15 ppb in five rounds through mid-2019, then fall after orthophosphate corrosion control began in April 2019, ending at 2.0 ppb in 2025. 90th percentile lead (ppb) 25 20 10 5 0 EPA action level · 15 ppb Orthophosphate corrosion control added · April 2019 22 2.0 2016 2017 2018 2019 2020 2022 2023 2025

Two honest footnotes. First, crossing the action level is not itself an MCL violation: it triggers treatment, monitoring, public education and pipe replacement duties, which is the work Pittsburgh Water has been doing since. The early-2017 round landed at exactly 15 ppb, which the utility notes "is not an exceedance." Second, no compliance round was required for Jul 2020–Jun 2021 because the system was already below the action level; a voluntary 2024 round in more than 80 homes with lead lines measured 3.54 ppb.

The fix is 88% done. Your street may be in the last 12%

Pittsburgh Water's Community Lead Response, launched in 2016, replaces lead service lines on both the public and private side at no direct cost to customers. As of October 1, 2026 it had replaced 16,264 public and 12,533 private lead service lines out of roughly 71,000 residential service connections, and the utility targets replacing every residential lead service line by the end of 2027.

~88% of the residential program complete · 28,797 lines replaced (Pittsburgh Water, Oct 1, 2026)

That is real progress, and it is also why citywide averages can mislead. Lead results pool thousands of homes; what reaches your glass depends on whether the service line in your yard and the plumbing in your walls are part of the finished 88% or the remaining 12%. Until every line is out, the tap is the test that matters, and point-of-use filtration certified for lead reduction is the layer a homeowner controls today.

Disinfection byproducts: within limits, not absent

The chlorine that makes river water safe also reacts with natural organic matter to form byproducts: total trihalomethanes (TTHM) and haloacetic acids (HAA5). Pittsburgh Water's reported highest levels have stayed under the federal limits in every annual report checked:

TTHM (ppb)

EPA limit · 80 55 55 48 54 51 2019 2020 2023 2024 2025

HAA5 (ppb)

EPA limit · 60 22 18 17 18 15 2019 2020 2023 2024 2025

Compliance is judged by a running annual average at each sampling location, not by single samples: individual samples inside the reported ranges ran as high as 112–119 ppb for TTHM in some years, yet no TTHM or HAA5 limit violation appears in any official source. The byproduct items on record are paperwork, most recently a December 2025 late-reporting violation: the samples were collected on time and below the limit, but the lab filed them late. Within limits is not the same as zero, though: these compounds are in the water, and carbon filtration is the standard home treatment for them.

Sources: Pittsburgh Water Consumer Confidence Reports 2019, 2020, 2023, 2025; 2024 figures are Pittsburgh Water's results as reproduced in Reserve Township's 2024 CCR (a wholesale customer); violation history per EPA SDWIS.

PFAS: tested since 2018, and not detected

On the "forever chemicals," the official record is genuinely reassuring. Pittsburgh Water states it has tested for PFAS since 2018 with no detections. Its published lab reports for 2024 and 2025 (state compliance sampling and federal UCMR5 testing) show PFOA and PFOS below the lab's 1.9 ppt reporting limit, which is below both the federal limit set in 2024 and Pennsylvania's limits:

PFOA & PFOS — Pittsburgh Water tests, 2024–25 Not detected (< 1.9 ppt) EPA limit (MCL), 2024 rule 4 ppt Pennsylvania limit — PFOA 14 ppt Pennsylvania limit — PFOS 18 ppt

"Not detected" means below the 1.9 ppt reporting limit, not a proven absolute zero, and the regulatory ground is still moving: Pittsburgh Water's PFAS page notes EPA's May 2025 announcement that it intends to extend the PFOA/PFOS compliance deadline and rescind the limits for the other regulated compounds. Either way, there are no detected PFAS concentrations in Pittsburgh Water's official results to chart, and we won't pretend otherwise.

Chlorine, and the taste of the river

  • Free chlorine, not chloramine. Every annual report lists free chlorine as the disinfectant. The highest distribution residual reported for 2025 was 1.03 ppm, against a federal maximum (MRDL) of 4 ppm: legal, and enough to taste.
  • Earthy, musty episodes come from the river. Pittsburgh Water attributes them to geosmin and MIB, naturally occurring compounds that conventional treatment does not remove. The utility may dose powdered activated carbon when they show up in river water, and its own guidance suggests home carbon filtration and chilling to improve taste.
  • That is the Champion's home turf: activated carbon reduces chlorine to improve smell and flavor at every tap, and The MVP takes drinking water the rest of the way at the sink.

Sources: Pittsburgh Water 2025 Consumer Confidence Report; Water Taste and Odor; Water Quality FAQ.

Hardness: officially "moderately hard," and that is all the utility publishes

Pittsburgh Water's FAQ states plainly: "Water in Pittsburgh is moderately hard," and it credits the calcium and magnesium in the water for the white scale on fixtures. But the utility publishes no numeric hardness value, in grains per gallon or mg/L, in its reports. Its annual reports publish calcium only: 28 ppm in 2025 (range 18–38 ppm). We will not print a grains-per-gallon figure the utility itself does not publish. On the USGS scale, the classification Pittsburgh Water uses means this band:

Pittsburgh Water's classification Soft Moderately hard Hard Very hard 0–60 61–120 121–180 181+

Scale: USGS classification, mg/L as CaCO3. The band shows the category, not a measured Pittsburgh value, because no official one exists. Your home's actual hardness is a number a test can give you in minutes, and it is the number that decides whether a softener like The Champion is worth it for your house.

Sources: Pittsburgh Water, Water Quality FAQ and 2025 Consumer Confidence Report (calcium); USGS hardness classification.

The rivers: ~9 billion gallons of overflow in a typical year

Pittsburgh's drinking water starts in the Allegheny River, which PA DEP's source water assessment rates at moderate risk, most susceptible to road-deicing materials, railroad spills and leaks from submerged pipelines and storage tanks. The region's sewers tell the other half of the story: in wet weather, combined sewers overflow into the rivers by design. ALCOSAN models a typical year like this:

Captured & treated — ~77 billion gal/yr Discharged to the rivers — ~9.7 billion gal/yr

The overflow is roughly 9 billion gallons from ~345 combined sewer outfalls, plus ~0.7 billion gallons from 97 sanitary sewer outfalls. ALCOSAN's Clean Water Plan is designed to cut overflows by about 7 billion gallons a year, with completion extended to 2036. River water is the raw material; treatment and home filtration are the two filters between it and your glass.

Sources: ALCOSAN, Clean Water Plan executive summary (typical-year, modelled figures); Pittsburgh Water 2025 Consumer Confidence Report (source water assessment).

Pipes roughly 80 years old, on average

  • ~961 miles of water mains, roughly 80 years old on average, per Pittsburgh Water. A 2026 release describes infrastructure "in many cases in the ground for close to a century."
  • 6–12 miles of mains replaced per year at the current pace; in 2025 the utility replaced 37,104 linear feet (about 7 miles) and ran 28,120 water-quality tests.
  • More than $89 million is committed to replace 11.1 miles of mains in seven neighborhoods in 2026–2027, plus 120 hydrants, 662 valves and 1,607 service lines, inside a ~$470 million Water Reliability Plan.
  • The honest gap: Pittsburgh Water does not publish an annual count of water main breaks or boil-water advisories in its performance reporting, so we do not quote one. Old pipes are documented; a tidy break statistic is not.

Sources: Pittsburgh Water newsletter, Jun 24, 2025; press release, Mar 5, 2026; 2025 Year in Review.

What the public record does not tell us

We built this section only from official sources, and some questions those sources simply do not answer. Rather than fill the gaps with third-party estimates, here they are, marked plainly:

  • No official hardness number. Pittsburgh Water publishes the classification "moderately hard" and calcium values only; no grains-per-gallon figure exists in its reports.
  • No official annual counts of water main breaks or boil-water advisories in the utility's published performance metrics.
  • No official count of overflow events per year. ALCOSAN publishes modelled typical-year volumes, not an event tally.
  • No single official starting total of lead service lines. Estimates from the program's early years ranged from ~17,750 to ~25,000, so we chart replacements and percent complete instead.
  • No published taste-and-odor complaint counts. The utility publishes guidance on taste and odor, not complaint statistics.

The trend is genuinely good. The last stretch of pipe is yours.

Lead is down because the utility did the work: corrosion control, thousands of lines replaced, results published every year. What no citywide chart can show is your home: your service line, your plumbing, your hardness, your taste. That is exactly what a free in-home water test measures, and it is the honest way to decide whether The Champion, The MVP, or no system at all is right for your house.

Questions, Answered

Common water questions

Straight answers in plain language. Still unsure about your water? The free test settles it.

In Short

The questions below are the ones Pittsburgh-area homeowners actually ask us: what the official record shows about the city's water, how to spot hard water, how a softener differs from a salt-free scale inhibitor, what reverse osmosis does, and how the free in-home test works. Every answer is written to be checked, and the water-quality answer names its sources.

Pittsburgh Water's own reporting shows lead was the serious problem: the 90th percentile lead level peaked at 22 ppb in the first half of 2016, above the EPA action level of 15 ppb, and the system exceeded that action level in five testing rounds through mid-2019. After orthophosphate corrosion control began in April 2019, levels fell every round, reaching 2.0 ppb in 2025, the lowest in 20 years. As of October 1, 2026, Pittsburgh Water had replaced 16,264 public and 12,533 private lead service lines, about 88 percent of its residential program, with all residential lead lines targeted for replacement by the end of 2027. Disinfection byproducts have stayed within federal limits in every annual report checked (2025: TTHM 51 ppb against an 80 ppb limit, HAA5 15 ppb against 60), PFAS testing in 2024 and 2025 found no detections, and the utility classifies its water as moderately hard without publishing a numeric hardness value. Citywide averages do not show what comes out of an individual home's tap, which is why we test in the home. See the full charts and sources in Pittsburgh's water, in the official numbers.

Common signs of hard water include white or chalky scale buildup on faucets and showerheads, spots on glasses and dishes after washing, soap that does not lather well, stiff or faded laundry, dry skin and hair, and crusty deposits inside kettles and water-using appliances. A free in-home water test can confirm how hard your water is.

A water softener removes the calcium and magnesium minerals that make water hard, which stops scale and gives you better lather and spot-free rinsing from truly soft water. A salt-free scale inhibitor does not remove those minerals; it conditions them so they are far less likely to stick to pipes and appliances as scale. Inhibitors use no salt and no electricity, while softeners provide complete hardness removal.

Reverse osmosis pushes drinking water through a fine membrane that filters out a wide range of dissolved substances, then stores the purified water for a dedicated faucet at your sink. Our drinking water system is The MVP by Varsity Water Systems, tested and certified by NSF International against NSF/ANSI Standard 58 for the reduction of the claims specified on the Performance Data Sheet, including contaminants like lead, nitrites and arsenic. Pairing The MVP with whole-home filtration is our specialty: the whole house gets filtered water, and the kitchen sink gets the purest water in the home.

Schedule a visit and we come to your home in the Greater Pittsburgh area, test your water on the spot, and explain the results in plain language. The test checks the factors that decide which system fits your home, such as hardness. You get an honest recommendation based on your actual water, with no obligation to buy.

Yes. Three Rivers Water Filtration is the local dealer and installer for Varsity Water Systems in the Greater Pittsburgh area. We install the systems we sell and provide ongoing filter service and maintenance, so one local call covers the test, the install and the follow-up care.

Most homes we serve choose one of two systems: The Champion, a water softener with integrated filtration that treats water for the whole home, or The MVP, a reverse osmosis system for purified drinking, cooking and beverage water. Many homes pair the two. Homes that need soft water around the clock, even during regeneration, can choose The Infinity twin-tank softener. The free in-home water test is the reliable way to find out which fits your water before you spend anything.
